Synergy Academy Delivers PPP Fiscal Risk Training in Qatar

Synergy Academy delivered expert training at a U.S.–Qatar workshop on managing fiscal risks and contingent liabilities in Public-Private Partnerships!

Synergy Academy is pleased to highlight a significant international engagement where Praveen Umredkar, Partner at Synergy Consulting, Inc. and Lead – Synergy Academy, and Cesar Khatounian, Partner at Synergy Consulting, Inc., co-delivered specialized sessions at the two-day workshop “Managing Fiscal Risks in Public-Private Partnerships and Contingent Liabilities to the Public”, held on 27–28 January 2026 in Doha, Qatar.

The workshop was organized by the U.S. Department of Commerce’s Commercial Law Development Program (CLDP) in partnership with the Ministry of Commerce and Industry, State of Qatar, and financed by the U.S. Department of State. It brought together senior policymakers and PPP practitioners from across the Middle East, including representatives from Qatar, Jordan, Morocco, Algeria, and Tunisia.

The sessions delivered by Praveen and Cesar focused on strengthening institutional capacity to identify, assess, and manage fiscal risks in PPP programs, covering:

  • Fiscal risks and contingent liabilities, including explicit and implicit risks
  • Risks embedded in PPP payment and revenue models, such as demand risk, availability payments, and minimum revenue guarantees
  • Practical case studies on demand risk and revenue guarantee structures
  • Additional risk sources, including political and technological risks, contract renegotiation, sub-national PPPs, and balance-sheet treatment
  • Strategies to control fiscal exposure, including budgetary limits, guarantee caps, and portfolio controls
  • An end-to-end case study on risk identification, mitigation, and key lessons learned

This engagement underscores Synergy Academy’s role as a trusted provider of high-impact, internationally recognized training in PPP and fiscal risk management, supporting sustainable infrastructure delivery and sound fiscal governance.
