Synergy Consulting advises Tanweer, on procurement of the first of its kind 146 MW solar PV-diesel – storage hybrid project

Oman’s state-owned utility Tanweer, earlier Rural Areas Electricity Company, is in the process of procuring solar-diesel-storage power projects with a combined capacity of 146 MW across 11 different, remotely located sites in Oman. Hybrid plants will be constructed on a BOOT basis under a 15-year PPA term. Tanweer will be responsible for fuel supply and land procurement, while the Project Company will assume responsibility of development, design, construction, financing, operations, maintenance and dispatch from the hybrid plants. The capacity comprises 48 MW of solar PV, 70 MW diesel generators and of 28 MW battery with half an hour of storage.

Synergy Consulting together with Ahli Bank is acting as the financial and lead advisor to Tanweer, alongside DLA and DNV who are advising on the legal and technical aspects. Synergy have assisted Tanweer in structuring the commercial elements of the project like the procurement plan, concession model, tariff structure and evaluation methodology among others. Synergy will also undertake the entire tender management process along with other advisors which will encompass issuance of RFP, management of bid clarifications, evaluation of bids, finalization of preferred and then selected bidder(s) post negotiations.
