Synergy Consulting, Inc. is proud to have advised the Office National de l’Électricité et de l’Eau Potable (ONEE), Morocco, as Procurement Advisor on the Casablanca Independent Water Project (IWP). The project, which reached financial close with ONEE as offtaker, has been recognized by the prestigious “Desalination Deal of the Year – MENA” award at the InfraGlobal Awards 2026.
The project comprises a seawater reverse osmosis desalination plant located in Sidi Rahal, developed in two phases for an ultimate capacity of over 838,000 cubic meters per day, equivalent to 300 million cubic meters per year, together with the associated conveyance infrastructure, and will supply drinking water to approximately 7.5 million people across the Casablanca-Settat region and beyond, while freeing up resources for agricultural use.
The project is structured as a 27-year public-private partnership between ONEE and a consortium comprising ACCIONA, Green of Africa and Afriquia Gaz. It mobilised a total investment of c. €613 million, financed on a limited recourse basis by a group of international and Moroccan lenders: Société Générale (with CESCE cover under its Green Investment Policy), FIEM through ICO, Attijariwafa Bank, Banque Centrale Populaire, Bank of Africa, CaixaBank and COFIDES, alongside an equity bridge facility.
It is the largest desalination facility in Africa and the world’s largest to be powered entirely by renewable energy, drawing on the 360 MW Bir Anzarane wind farm. It is also the first project of this scale in the Kingdom to be delivered with private sector participation, marking an important milestone under Morocco’s National Water Programme and its long-term vision of building a water supply resilient to climate change, population growth and economic development.
